Effects of Fuzzy Constraints In Reservoir Operation Rule

Abstract
The formulation of reservoir operating rule through the application of stochastic dynamic programming (SDP) requires reservoir storage and release values to be constrained within allowable ranges. In some cases, these constraints are not strictly crisp constraints in the sense that whenever the system’s state is approaching the extreme boundary, the operator is alarmed and makes operating decisions with added precaution. The degree of additional precaution is a function of many aspects including operator’s judgement, expected damages, political and social consequences, and environmental effects. An application of fuzzy (soft) constraint is, therefore, more realistic in generating reservoir operating rule and the process is demonstrated in this paper. An application of this fuzzy constraint based reservoir operating policy has been made to the Fairbairn reservoir in Emerald, Central Queensland, Australia.
